Which is superior, the mind or the tongue?

A famous story was taught in Iranian schools like this: A man asks his cook to prepare the best food for him. The cook cooks him a dish made of tongue. The next day he asks the cook to prepare the worst food for him, and he cooks him a dish made of tongue again. The master asks the cook the reason. He gets the answer: It is the tongue that makes things look the best and the worst, and whatever it wants.
But this story has a major philosophical flaw: language is only a means of expressing thought.
Words that are right, wrong, warmongering, peace-seeking, humanitarian, anti-human, etc., and lying through the tongue; are only expressions of thoughts.
This is where religions and all the seemingly false philosophies of the Western philosophers are all false and fundamentally wrong, and are presented in a different (false) form by the rich and priests, rabbis, clerics, monks, etc., and they never allow people to reach social-human reason.
This thought (religious or real human philosophical) is taught to individuals, which can be the best and the worst.
