A thief is never considered the owner of the stolen thing and should be tried and punished at any time.
Israel has usurped Palestinian land and property by force. The punishment for this is greater than theft. The land and property of the Palestinian people should be returned to them and compensation should be paid for the human and financial losses caused to these people.
